About This Role
Our client, a leading FPSO operator with a significant fleet operating across Southeast Asia and West Africa, is seeking an experienced Procurement Manager to join their growing team in Kuala Lumpur. This is a pivotal role responsible for overseeing all procurement activities for FPSO topside and marine systems, ensuring cost-effective sourcing while maintaining the highest standards of quality and compliance.
As Procurement Manager, you will be responsible for developing and implementing procurement strategies aligned with project timelines and budget targets. You will lead a team of procurement professionals and work closely with engineering, project controls, and finance teams to ensure seamless execution of procurement packages from requisition through to delivery and installation.
This position offers the opportunity to work on complex offshore projects with global scope, providing excellent exposure to FPSO operations and the chance to build relationships with tier-one suppliers and contractors across the industry.
Key Responsibilities
- Develop and execute procurement strategies for FPSO topside, marine, and subsea-related packages worth $50M+ annually
- Lead vendor qualification, pre-qualification, and performance evaluation processes in accordance with company standards
- Manage Request for Quotation (RFQ), tendering, and competitive bidding processes for major equipment and services
- Negotiate contracts and framework agreements with suppliers and contractors to achieve optimal commercial terms
- Coordinate with engineering teams to define technical specifications and scope of supply requirements
- Monitor market trends, pricing indices, and supplier capabilities to identify opportunities for cost optimization
- Ensure compliance with Malaysian procurement regulations, anti-corruption policies, and industry standards
- Mentor and develop junior procurement staff, fostering a culture of continuous improvement
Core Requirements
- Minimum 8 years of procurement experience in offshore oil & gas or marine industry
- Proven track record managing procurement for FPSO, FLNG, or offshore platform projects
- Strong expertise in vendor management, contract negotiation, and supply chain optimization
- In-depth familiarity with Malaysian procurement regulations and international commercial terms (Incoterms)
- Bachelor's degree in Supply Chain Management, Engineering, Business Administration, or related field
- CIPS (Chartered Institute of Procurement & Supply) certification preferred
- Experience with ERP systems (SAP, Oracle, or similar) for procurement operations
- Excellent leadership and stakeholder management skills
Preferred Qualifications
- Experience working with international FPSO operators or EPC contractors in APAC region
- Knowledge of marine classification society requirements and offshore certification processes
- Familiarity with local content requirements and vendor development programs in Malaysia
- Advanced degree (MBA or Master's in Supply Chain) would be advantageous
- Track record of implementing procurement digitalization and process improvements
